Courts acquitted in 8 anti-corruption cases and convicted in 3 over a month
Of 11 anti-corruption cases that reached a verdict, courts acquitted in 8 (73%), often because the bribe demand was not proved; all 5 Madhya Pradesh cases ended in acquittal.
Key points
- Of the 11 anti-corruption cases that reached a court verdict, 8 ended in an acquittal (73%) and 3 in a conviction (27%).
- All 5 Madhya Pradesh cases ended in an acquittal, one now under appeal, while Rajasthan and Telangana bureaus brought all 8 fresh trap cases.
- The count covers 20 stories published between 6 October 2026 and 5 November 2026; the median bribe stated was Rs 26,000.
Courts acquitted the accused public servants in 8 anti-corruption cases and convicted in 3, among 20 cases Oquilia reported between 6 October 2026 and 5 November 2026. In most of the acquittals, the court held that the bribe demand itself was not proved. All 5 cases from Madhya Pradesh ended in an acquittal, and in most of them the High Court turned down the Lokayukta's bid to reopen it.
What we found
The 20 cases fall into 4 stages. Court acquittals made up 8 of 20 (40%). Fresh trap cases by an anti-corruption bureau also made up 8 of 20 (40%). Court convictions made up 3 of 20 (15%), and there was 1 disproportionate-assets case, 1 of 20 (5%).
So the court rulings in this set lean heavily one way: of the 11 cases that reached a verdict, 8 ended in an acquittal (73%). The reason the courts gave was much the same each time. In the Jalgaon social welfare case, the Bombay High Court held that recovery of money alone is not enough and that the prosecution did not prove the bribe demand beyond reasonable doubt. The Chhattisgarh High Court said the same when it acquitted a clerk of the Directorate of Health Services, Raipur, and set aside a 2016 sentence of one year's rigorous imprisonment. The Madras High Court held that the prosecution did not prove any bribe demand when it acquitted a TASMAC assistant manager in Cuddalore, who had died while the appeal was pending.
Madhya Pradesh stands apart: all 5 of its cases ended in an acquittal. In most of them the High Court refused the Lokayukta leave to appeal against an acquittal: of a patwari, a head constable in Sagar in an alleged Rs 8,000 bribe case, and a failed trap over an alleged Rs 30,000 demand in which the complainant did not support the prosecution. In another, the High Court set aside a 2005 conviction of a Bargi police station constable, holding that demand and voluntary acceptance of a bribe were not proved. One is still open: the High Court granted the Lokayukta leave to appeal against an Irrigation Department ameen's acquittal over Rs 2,000, and expressed no final opinion. We count it under the acquittal that stands today.
The 3 convictions came from 3 different places. According to the CBI, a CBI court in Lucknow convicted a former Bank of Baroda branch manager in a 2015 trap over Rs 10,000 and sentenced him to four years. The Madras High Court upheld the conviction of a TANGEDCO assistant executive engineer in a 2015 vigilance trap case in Coimbatore. A special CBI court in Shimla sentenced 11 accused, including two former Canara Bank officials, in a bank fraud case.
The other half of the table is newer. The anti-corruption bureaus of Rajasthan and Telangana account for all 8 trap cases and the 1 assets case. All 4 of Rajasthan's cases are trap cases; Telangana's 5 are 4 trap cases and 1 assets case. These are allegations at the first stage, and none has reached a court verdict. Police are the only department to recur, in 5 cases: 3 trap cases and 2 acquittals.
Where a story gave the alleged bribe, the amounts were small. 12 of 20 cases (60%) stated one. The median was Rs 26,000, the smallest Rs 2,000 and the total Rs 44.46 lakh. One case makes up most of that total: according to the Telangana ACB, a contractor alleged that Rs 39.17 lakh was transferred to accounts that officials of the PMKSY 2.0 Bhagirathipet Project allegedly communicated. Without it, the amounts are a few thousand rupees to Rs 2 lakh. Rajasthan's ACB says it caught 2 DST team constables in Khairthal-Tijara taking Rs 2 lakh from a factory owner, and a Kota constable accepting Rs 2,000. The Telangana ACB alleges a Banjara Hills sub-inspector first demanded Rs 10 lakh and settled at Rs 1 lakh.
These are allegations, not findings of guilt; the accused are presumed innocent until proven guilty in court, and due process continues.

What it means for you
The pattern shows how much a bribery case in court rests on proof that a bribe was demanded. In the acquittals above, courts held that recovered money alone was not enough. A complaint that records the demand, made promptly to the right body, is what the anti-corruption bureaus act on.
A bribe demand by a public servant goes to the anti-corruption bureau of the state where it happened. The Telangana ACB stories give its number as 1064. Oquilia keeps a guide to every state's anti-corruption helpline and how to reach it at Report a bribe.
How we counted
Oquilia counted 20 stories it published between 6 October 2026 and 5 November 2026 on anti-corruption cases against public servants: trap cases, disproportionate-assets cases and chargesheets by an ACB, the CBI, a vigilance body or a Lokayukta, and court judgments in such cases. We searched Oquilia's archive for stories mentioning bribes, anti-corruption bureaus, the Lokayukta, the CBI and the Prevention of Corruption Act, and kept only stories that report a single case and link the official document behind it.
We left out CBI bank-loan cases against companies and their promoters, a case against a private college's staff, an ED arrest, an extradition, a High Court order refusing to quash a case at the investigation stage, and a service ruling on a departmental enquiry. Where 2 stories reported the same judgment, we kept the earlier one. One conviction, the Canara Bank case, is a CBI loan-fraud case; it is counted because 2 of those convicted were bank officers whom the CBI describes as public servants.
"Trap case" means a bureau says it caught or booked an official over a bribe demand, with no court verdict yet. "Assets case" is a disproportionate-assets case. "Court acquitted" means the acquittal that stands, including where a High Court refused leave to appeal against it or, in 1 case, admitted an appeal still to be heard. "Court convicted" includes a conviction a High Court upheld. No chargesheet-stage case met our test in this window.
The department is the office the story names, never the official; where a story names only a post, such as a patwari, we used the post, and a police rank or unit counts as Police; and where it names neither, "Not stated". The bribe is the amount the story gives, or "Not stated", and amounts are not added where none was given. The state is given only where the story names it. Percentages are rounded to the nearest whole number.
Limits
As with every count of this kind, this counts only cases Oquilia reported, not every case registered. Cases are counted by the date Oquilia published the story, not the date of the order or the trap. Outcomes can change on appeal, and several of these rulings can still be appealed. Figures are those the stories state, not amounts recovered or proved. The set is too small to rank any state, bureau or department. Oquilia has not reviewed the merits of any case.
This report describes enforcement actions and allegations on the public record, attributed to the officials cited. An order, FIR or chargesheet is not a conviction; parties are presumed innocent until proven guilty.
