The Central Consumer Protection Authority (CCPA) said on 19 October 2026 that 3,940 sellers and listings of regulated explosive substances have been removed from seven online platforms after its intervention. So far it has passed final orders imposing three penalties of Rs 10 lakh each on two platforms, Dial4Trade and ExportersIndia.

What Happened

According to the CCPA, it acted under the Consumer Protection Act, 2019 and the Consumer Protection (E-Commerce) Rules, 2020, read with the Explosives Act, 1884 and the Ammonium Nitrate Rules, 2012, against unauthorised online listing, advertising and facilitation of sale of substances such as ammonium nitrate, gunpowder, picric acid and PETN. The CCPA said lawful sale of these substances needs a prescribed licence, and that platforms are expected to disclose sellers' PESO (Petroleum and Explosives Safety Organisation) licence details and verify buyers' identity and licensed status.

The platforms named were IndiaMART, TradeIndia, Dial4Trade, Justdial, Sigma-Aldrich India, ExportersIndia and Ibuychemikals. Per the release, IndiaMART accounted for 3,092 of the delisted sellers, ExportersIndia 421, Justdial 206, TradeIndia 166 and Dial4Trade 11.

The CCPA imposed a Rs 10 lakh penalty on Dial4Trade Technologies and directed it to stop such listings. The National Consumer Disputes Redressal Commission (NCDRC), the apex consumer body, dismissed the company's appeal after a hearing on 9 October 2026; per the CCPA, the order held the listings to be misleading advertisements and unfair trade practices. ExportersIndia was penalised Rs 10 lakh in each of two cases and has appealed to the NCDRC.

Cases against IndiaMART and Justdial are pending after investigation reports by the CCPA's Director General - Investigation. IndiaMART has challenged the show cause notices in the Delhi High Court through a writ petition, while the final hearing for Justdial is set for 23 October 2026. Sigma-Aldrich, TradeIndia and Ibuychemikals remain under investigation.

What It Means

For ordinary shoppers, the action shows that online marketplaces can be held responsible under consumer law for what they list and help sell, not only the sellers. The CCPA's position is that platforms must check licences before regulated, hazardous products are offered. Pending matters have no final order yet, and the ExportersIndia penalties are under appeal.

Anyone who sees explosives offered for sale on an online platform can report it to the National Consumer Helpline at 1915, the CCPA said.
