The Ministry of Road Transport and Highways has introduced a 'Concessional Local Pass' for owners of non-commercial vehicles who live within 20 km of a National Highway fee plaza. The annual pass costs Rs 1,500 for fee plazas outside municipal or local town limits and Rs 3,000 for plazas within those limits. The rule takes effect from 1 November 2026, the ministry said in a release on 27 October 2026.

What Happened

According to the release, eligible non-commercial vehicle owners with a valid and functional FASTag who live within 20 km of a fee plaza can choose between the existing monthly pass and the new concessional Local Pass for commuting through that plaza. The pass is valid only for one specific fee plaza and cannot be transferred to any other plaza.

The pass will not be available on National Highways or Expressways where tolls are collected under a closed user-fee system, the ministry said. It will also not be issued where a service road or alternative road is available for commuters.

The annual pass will be available at eligible toll plazas from 1 November 2026, and through the Rajmargyatra app from 1 December 2026. The change has been notified through the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, under the National Highways Act, 1956. The Central Government may revise the rates every year, with revisions taking effect on 1 April, according to the release.

What It Means

For a car owner who lives near a toll plaza and crosses it regularly, the pass offers a fixed yearly charge of Rs 1,500 or Rs 3,000, depending on where the plaza is, as an option alongside the monthly pass. Readers should check three conditions before applying: the vehicle must be non-commercial, it must have a working FASTag, and the owner must live within 20 km of that plaza.

The ministry says more than 13 crore FASTags have been issued across the country, and that the pass aims to make travel more economical for local residents. Those who want the pass can get it at the eligible toll plaza from 1 November, or on the Rajmargyatra app from 1 December.
