Har Ghar Jal: 2.96 lakh villages reported, 2.16 lakh certified by their gram sabhas

The Jal Jeevan Mission's own dashboard keeps two numbers for the same claim: what states report and what gram sabhas have confirmed. On 25 October 2026 they were 80,182 villages apart.

India’s Jal Jeevan Mission publishes a live dashboard of its progress towards a tap connection in every rural home. For each state it carries two numbers for the same claim. One is the number of villages the water supply department has reported as Har Ghar Jal, meaning every household has tap water. The other is the number of those villages whose gram sabha, the meeting of the village’s own voters, has certified the claim by resolution.

On 25 October 2026, about 12:40 IST, the dashboard counted 2,95,999 villages as reported and 2,15,817 as certified. The difference is 80,182 villages: places counted as having tap water in every home, where the village itself has not yet confirmed it.

What the two numbers mean

The dashboard defines both. Har Ghar Jal “means all households in that administrative unit are provided with tap water supply.” A certified village is one where:

“the Gram Sabha has passed the resolution after ascertaining the claim of water supply department that all the households, schools and Anganwadi Centers are getting the tap water supply in village.”

Certified villages are counted inside the reported ones, so the certified figure can never be larger. In the data we captured, it never is, in any state.

Where the gap is largest

Bihar accounts for the largest share: 32,339 villages reported and 8,725 certified, a gap of 23,614, or 29% of the national total. Its certified share, 27.0%, is the lowest of any state with more than a thousand reported villages.

Four states reported statewide, not yet certified statewide

4states are shown as Har Ghar Jal as a whole state on the water supply department’s report but not yet as a certified state. In each, some villages still await their gram sabha:

  • Telangana: all 9,693 villages reported; 4,983 certified (51.4%).
  • Himachal Pradesh: all 17,627 villages reported; 15,524 certified (88.1%).
  • Gujarat: all 18,024 villages reported; 16,928 certified (93.9%).
  • Mizoram: all 637 villages reported; 626 certified (98.3%).

Got it right

In 7 states and union territories, every village is both reported and certified: Goa, Andaman and Nicobar Islands, Puducherry, Dadra and Nagar Haveli and Daman and Diu, Arunachal Pradesh, Haryana, Punjab. Here the two numbers agree completely.

What this does and does not show

A village that is reported but not certified is not evidence that its taps are dry. Certification needs a gram sabha meeting and a resolution, and some villages may simply be waiting for one. What the gap does show is that, for 80,182 villages, the claim of tap water in every home rests so far on the department that built the connections, not on the people who use them. The dashboard itself keeps the two numbers apart; we have only put them side by side.

For context, the same dashboard counts 19,35,39,835 rural households in these 34 states and union territories, of which 15,98,31,009 (82.6%) have a tap connection.

How we did this

  • Source: the Jal Jeevan Mission dashboard of the Department of Drinking Water and Sanitation, Ministry of Jal Shakti, read on 25 October 2026, about 12:40 IST for all 34 states and union territories it lists.
  • Checks: for every state, certified villages are no more than reported villages, and reported no more than all villages. No state failed.
  • Every total on this page was calculated twice, by separate code, with identical results, and is computed from the data rather than typed.
  • The dashboard changes daily. This page is a dated snapshot; a later capture will be a new audit.
  • Download the data: har-ghar-jal-villages-2026-10-25.csv. Our method, tests and labels are set out on the Data Audit method page.

Questions

What does Har Ghar Jal mean?

On the Jal Jeevan Mission dashboard, a village, panchayat, block, district or state is Har Ghar Jal when all its households are provided with tap water supply. The water supply department reports it first; the gram sabha then certifies it.

What is gram sabha certification?

The dashboard defines a certified village as one where the gram sabha has passed a resolution, after checking the water supply department's claim, that all households, schools and anganwadi centres are getting tap water. Certified villages are counted inside the reported ones.

Does a village that is reported but not certified lack water?

Not necessarily. Certification needs a gram sabha meeting and a resolution, so some villages may simply be waiting. What the gap shows is that, for these villages, the claim of tap water in every home has so far been made only by the department that built the connections.

Where does this data come from?

From the Jal Jeevan Mission's public dashboard (Department of Drinking Water and Sanitation, Ministry of Jal Shakti), captured on 25 October 2026, about 12:40 IST for all 34 states and union territories it lists. The dashboard changes daily, so later figures will differ.
