The Central Bureau of Investigation (CBI) on 5 November 2026 arrested an accused in a bank fraud case who had been declared a proclaimed offender from Punpun in Bihar. The CBI said the accused had been absconding since the start of the case and had evaded trial; its release describes the arrest as coming after 18 years.

What Happened

The CBI said it had registered the case against 21 accused persons under the Indian Penal Code and the Prevention of Corruption Act, 1988. According to the agency, the accused obtained a cash credit loan from Allahabad Bank's Patliputra Colony branch in Patna in conspiracy with bank officials and middlemen, on the basis of forged title deeds, fabricated property documents and fake guarantor credentials. A cash credit loan is a running working-capital limit that a borrower can draw on.

After its investigation, the CBI filed a chargesheet against all 21 accused on 30 October 2009, and the court took cognizance of it on 12 November 2009, the agency said. The accused did not join the investigation and later stayed away from the trial, after which the court declared the accused a proclaimed offender, a status given to a person who does not appear despite a court's proclamation.

The CBI said a team traced and arrested the accused on 5 November 2026 on the basis of intelligence inputs and sustained efforts.

What It Means

The arrest allows the case against this accused to move to trial along with the court proceedings already under way. The release does not give the amount of the loan or say what stage the trial against the other accused has reached. According to the CBI, the alleged conspiracy involved bank officials and middlemen as well as the borrower.

These are allegations, not findings of guilt; the accused are presumed innocent until proven guilty in court, and due process continues.
